I have Mojave and brand new 2019 Air. When I try to download upgrades to iWork's, I am told to accept it in the accounts page of App Sore. I can find no setting to accommodate this change

Try deleting the apps first then download them.
Get Updates for preinstalled apps on the Mac. This will include the "accept" steps.
Also note that there are dedicated support communities for Pages, Numbers, and Keynote for Mac.

That would "delete" them.
There hasn't been an iWorks suite in years.
All 3 apps are separate.
I know. That was for simplicity of description. I received noticed of update of each item but despite my signing in repeatedly and checking everywhere I can find, I still cannot and the way to accept it on the Accounts page of App Store. Have Mojave on my 2019 Air.
