Tones Grey Circle

Addin tones on my iPhone via iTunes 12.8.2.3 since there is no longer a Tones drop down. When I add over my .m4r files from my Folder (Music > Media > Tones) some songs come over. They are in black text and can be double clicked to play. Others are in grey text, have a dashed grey circle next to the song name and doesn't play anything when double clicked. I've tried to call support, but could not help me. I have also tried to re-create the ringtone and drag and drop, but the same thing happens. I even tried to change the name of the new file, same result. See image for example..
