If I buy a used Apple Watch that has cellular and I have a different carrier can I switch it to my carrier?

Julieda's information is correct. However, make sure that the watch is made for your location. The Apple Watch cellular is a regional device, and not all carriers in all countries support the Watch. Apple Watch - Carriers - Apple

Apple Watch Series 3 & 4 (GPS + Cellular) is not locked to any specific carrier and has a built-in eSIM that copies information from the iPhone's SIM card.
