Sync calls between iPhone and Macbook without Facetime

Hello,

I unfortunately bought an iPhone XS Max during my Dubai trip, approximately 10 months ago without knowing Facetime is disabled by default in this region. After returning to my hometown, surely i could not use the application and now i think there is no way to do it... The thing i really want to do is to sync the calls between my iPhone and Macbook, by having a notification on my computer at the right corner while someone is trying to reach me via a voice call. Is there any other way to do it without Facetime? (I also cannot find the option "Calls on other devices", think it is also related to Facetime...)

Thanks in advance :)
