You won't be able to send it from your photos either. If you don't have a switch to enable MMS then your carrier has not provisioned MMS on your account, or you do not have cellular data enabled. MMS requires cellular data.

One way that can occur is Settings > Messages > iMessage = “Off”.
Or possibly Settlings > Messages > MMS Messaging = “Off”.
Nothing is attached.
Open the Photos app, find the image, and you can send it as a message or anything else.

I already had iMessage off.
That’s a problem. It should be “On”.
You may take a screenshot, then send that as a message.
If that fails, there are many possible reasons. Rather than ask us to guess, we ask you to provide many, many more details about the exact steps you performed, what succeeded, what failed, what you saw, etc.
Doesn’t have text as option
What happens when you tap Messages on the Home screen. Does it open? Can you send a message normally?
The line with Mail at the left end - slide it to the left to see more options.
I print screen and it doesn’t give me the option to send as a message. Only as email, messenger, etc see attached
I already had iMessage off. I tried shutting off mms messaging it didn’t show up? If I go to text no it doesn’t show up I have to go to my photos to pull it.
I don’t have mms turned off. I tried turning off to see it would show up in my list.
Yes turned on. No app limits. Just restarted not there.
Well, I'm stumped. I've never seen that before, or heard of it.
Glad that answered your question!

in the past, on iPhones I had I wouldn’t receive some people’s texts if that was on.
That at may be caused by those folks failing to deregister iMessage after transitioning from an Apple device.
Deregister iMessage on your iPhone or online - Apple Support
