2019 MacBook Air Gets Way Too Hot!

I'm not too sure if this is just my MacBook Air, but running basic tasks cause my MacBook Air to over heat and throttle the performance. When the fan spins to 8k RPMs, my Mac becomes extremely slow and can't even launch applications at a fast rate. I can't even go to my browser to play Cookie Clicker because it literally makes my Mac overheat. What is the issue here? I've noticed that this cooling issue happens a lot on the new MacBook Pro. My old 2012 MacBook Air never did this.

And for people who are going to try to help:

My Mac sits on a desk with a fan basically blowing cool air next to it, no cloth material sits under it.

My Mac isn't running anything demanding in the background.
