Trying to set up new ipad mini. Every time i turn it on it comes up wit ha VPN Connection box saying please enter your authentication information. I have and it doesnt work. will not switch off. tried turning on to Aeroplane mode. box just keeps coming up. cannot cancel.

Usually a brand new iPad doesn't ask for VPN authentication during setup. The VPN is, in case, added by the user after the initial setup.
Is this VPN wanted? I mean, do you really need a VPN connection or is it an unwanted connection request? The authentication information you mention is really related to the VPN account?
