On recent MacBook Pros, RAM, storage, processor and graphics are all integral with the logic board and cannot be separately replaced.
The last MBPs which allowed user upgrades of RAM were the Mid 2012 non-Retina models.
Processors and graphics have never been upgradeable in the MacBook Pro.

No. Point of purchase only,
You up grade by selling your old machine and buying a new one with the specs you want.
all parts are integrated into the board.
