I also have this issue and live in the US. I contacted apple support number and opened up a case - this forum is usually helpful, but most users aren't experiencing this. I can only view/send gifs when I'm on wifi - cannot use it when I'm on the cellular network. Someone with an Xs on t-mobile (same provider as me) doesn't have this problem. An apple senior specialist told me they'd reach out to engineering - that was last week. still waiting. You should call them too, if more people report it and open cases hopefully they'll address the issue.

This happened to me on my old device (iphone 6s plus) and I thought it would clear up when I upgraded to my new Iphone 11 pro. The issue still exists! Frustrating.

Com'on apple engineers - fix it!!!!
