iTunes does not recognize iPhone

I am using the latest version of iTunes, 12.10.0.7 and my phone has the latest update, 12.4.1. Everytime I connect my phone to my computer, Windows, "iTunes could not connect to this iPhone. An unknown error occurred."

I was having similar issues but with storage so I removed a lot of files, and had my computer re-imaged and cleaned. I even reinstalled iTunes and now I am getting this message. I also get the same message when trying to connect my old iPhone 6.

I have tried restarting both my computer and the phone several times, as suggested, but no luck. HELP!!!!
