App disappeared from phone altogether

My twitter app just removed itself from my phone yesterday. Like completely not downloaded anymore. I tried some troubleshooting, searched other places in my phone, did hard reset, turned off restrictions, too no avail. Tried redownloading from App Store, does nothing. Download won’t even start. I figure this is an Apple issue because no one else seems to be having this issue with the app. iPhone 7 Plus running iOS 12.4.1
