Solved! I had the same problem on iPhone 8 Plus iOS 13.3.1. I have 3 Apple devices: MacBook Air, Apple Watch and iPhone 8 Plus. Also had used my account on 2 Windows based laptops and on Amazon Fire. So all these 6 devices were listed on Devices under my iCloud account.
So I went ahead and removed all the other devices not Apple. Switched off my watch and signed out of music on MacBook. Then I tried Music again on my phone and it worked like there was no problem at all! Signed in on MacBook and switched on my watch and we are good

I had the same problem when changing regions and when I first started my subscription. I contacted support for this and they found a solution after a 20 minute wait. You have to sign out of iTunes and app stores (found through the search bar). Then go to general > reset > network settings. It restarts the phone. After turning it back on, log back into Apple ID and it should work. Thats how I fixed it. Hope this helped!
i had this problem too. but , kudos i got the solution.
here is what i did and probably you should to
1- sign out your apple id from ITUNES & APPLE STORE (settings >> itunes & apple store >> click on your apple id >> sign out)
2 - go to the MUSIC, click on the BROWSE , click on TRY FREE MEMBERSHIP then click on ALREADY A MEMBER and sign in with your apple id.
TADA, problem solved!.

I finally got mine to work after trying EVERYTHING else listed here.
here is what I did
1) setting->iTunes and other apps-> signed out
2) deleted the Apple Music app
3) hard restart
4) re-installed Apple Music app
5) opened Apple Music app and signed in using my account
6) it worked!
Ahhh...just realised thanks to the Apple advisor that it's my iTunes and App Store account I log out of, not my iCloud account. I always forget these are different. It worked quickly.
I tried all of the above signing in and out. What worked for me in the end was simple: when you click ok on the pop up stating you're already a member in the app, nothing happens but when you open apple music in the browser you get the same pop up but when you click ok the magic happens. Now the music started playing again in the app.
Actually kind of interested in what glitch makes this problem happen. After hours of research and trying.
I was getting this same message. I tried bunch of different things such as closing app re opening, etc.. What finally worked for me was using Siri and asking her to “play music” this began a random Music app radio and brought me to page on app where began filling out username. Once I did that I could click on any song without the “you’re already a member” pop-up appearing. Hope this helps.
Try logging into your Apple Music through a web browser on a computer. Once logged in play a couple songs of songs or begin a playlist. Then refresh your Apple Music app and this error should go away. It worked for me.
You have to reset all settings not the phone just settings go to
>General
>Reset
>Reset all Sertings

Well, that’s your culprit right there.
Go to iCloud.com on a browser, log in with the different ID, go to Find My IPhone, Click on your device and Click Remove. Your device will no longer be tied to that ID.
I have an iPhone Xr and I just recently ran into this same problem. I turned my phone off and on again and got the prompt one time when I turned the phone back on but after, I could play all my music. It happened once before so this might only be a temporary fix but it’s better than signing out and having to redonwnload all of my music
Go to iTunes and app store in settings
Go to automatic downloads move it to yes

When I made a full reset plus restore of an iCloud backup of my iPad I had to wait for another day in order to have Apple Music fully working again. After I had given up the next day to my very surprise I found out that it was finally working... alas.
Sign out of your Apple ID, then sign in again:
And make sure after this you have sync library turned on
I've had the same issue on my iPhone XS. You have to go to the settings, General, Reset and tap on Erase All Content and Settings. This wont delete any personal data. No apps will be deleted, just all the settings will be reset. you wont have to sign in again. You'll have to redo FaceID/TouchID. But that should fix your Apple Music Issue.
