Iphoto changing the format of photo and file size?

I have a 46MB raw photo that I'm trying to send to be blown up. The photo is in photos, and when I attach it as an email or upload with Dropbox, it gets shrunk to a 9MB jPeg. I have the actual size box checked, it's oddly changing the format and size. If I move to another photo from photos to iPhoto it also changes it to the 9MB jpeg. Any help would be greatly appreciated.

The option "Actual size" in the Share menu in Photos, when you share by Mail means the pixel size, the width and height in pixel, but not the file format. Photos will create a new JPEG when you share the photo. If you want to pass the original RAW file to another application, it would be better to export the unmodified RAW file from Photos with "File > Export > Unmodified Original" and to import it into the other application. For some editors it is possible to use the "External Editors" photo editing extension to send the photos as RAW files directly from Photos. The External Editors extension lets you select the format - RAW , or TIFF, or JPEG.
