I'm thinking you have something enabled in Settings > Accessibility
What exactly it is, may be new, so I'm not sure. But I'd check your Accessibility settings to see if you've got something on you didn't have on previously.

Hi! Already tried turning off the Mouse Keys on my iPhone 7 Plus and it still appears, especially if you change the view from portrait to full screen. I have taken this picture below using my iPad Air 2 because the dot disappears every time i use screenshot.
I had this too . Are u connecting to any of audio bluetooth (example : car audio bluetooth) ? Cause i had checked ios 13 had a features for mouse support . Guess that when we connect to car audio bluetooth , it detect as as mouse and the dot appeared . Guess that dont have a toggle off instead of turning off the accesivetouch .
Guess it detects it as a bluetooth mouse i guess . Or u may try to get a bluetooth mouse to connect to ur phone . If its appear and able to use , then its the features of mouse support . Hope apple will add on a on off toggle for iphone users .
I had this problem too ( circle on screen). I had connected a mouse via bluetooth. Even though I wasn't using the mouse anymore, showed it was still Bluetooth connected. Once I "disconnected" it, the circle disappeared.
Same here... I think it’s a mouse pointer... I wish they have on/off switch for this. For the meantime, i just reduced its size and set it to auto-hide just a second..
I have managed to remove it. Go to Assistive Touch through the setting. Go to the “Mouse Keys” and disable it.
That's not it. iOS 13 does NOT have mouse support. iPadOS 13 for iPad will.
Yes. It appears whenever connect to car audio Bluetooth.

Guysss, I figured out, if you turn off your bluetooth, the circle will disappear. And if you turn back on then the circle come back.
When switch off the assistive touch, the circle will disappear together.
but just don’t know what is the function for this circle.
