After update to IOS 13, appear a circle with a dot in the centre of the screen

There is an irritating circle with a dot in the middle of the screen. Can know what is this. ?

I have managed to remove it. Go to Assistive Touch through the setting. Go to the “Mouse Keys” and disable it.

I had this problem too ( circle on screen). I had connected a mouse via bluetooth. Even though I wasn't using the mouse anymore, showed it was still Bluetooth connected. Once I "disconnected" it, the circle disappeared.
