Iphone XR voicemail not working

Randomly a week or so ago my voicemail stopped working. I can't see visual voicemails nor can I receive voicemails at all. People have called and left the voicemails but they don't come through on my end. On top of that...I have a weird voicemail greeting that recognizes the caller and says their name. I have been to the carrier store and they gave me a new sim card, I downloaded the latest update, changed voicemail password, and several other troubleshooting methods. Nothing has worked. Help!
