I updated my iPhone 6s to IOS 13 and now my BMW iDrive can't access the contacts. Anyone know what's going on?

Same issue here. I work for a BMW dealer as a Genius. 2018 640GT, iPhone XS; iOS 13.1.3. Contact loading is inconsistent when starting the vehicle. Temp workaround: Try going to Manage Mobile Devices>Disconnect (not delete) device; then “reconnect”. That seems to reload the contacts properly MOST of the time. iOS 13 caused it. Remains to be seen whether Apple will correct, or whether a BMW iDrive update will come along. IF you have a pre 2019 vehicle, (not iDrive 7) You can go to BMW.com/update to see if there’s a software update is available for your vehicle. So far, there’s nothing new that I see, however. iDrive 7 go to Apps>push the option button>update apps and services. But again, I don’t believe there’s a fix as of now. BTW, If you’re using Apple CarPlay, everything works fine.
That’s NOT the issue. Didn’t have a problem in either of my BMWs until the **** iOS update. Apple FIX THIS since I live in a state where we need to drive hands free and I COULD until update 13!!!!!
That is bull. I’ve got a brand new BMW and I’ve driven them for 20 years. Never had an issue until this update and clearly I’m not the only one.
I have tried all of the above and still no joy.
iOS 13.1.3 still hasn't solved the issue. Really frustrating for the last few weeks.

Installing it right now… will see tomorrow morning if it fixes it for me as well.

This isn't solved and doesnt appear to be resolved in iOS13.1 either. It does appear to only affect Contacts stored on the phone directly and not those sync'd with Exchange (OWA) as I can see those fine every time.
Well initially I had that fault with my iPhone 10XHS . It got sorter with apples latest release. But on BMW if using phone with ignition on acc and using Bluetooth the cars battery goes flat in 5 Minutes. It’s happened more than once and had to get a booster. Battery when driving charges at 14.4 volts but with Bluetooth on and ignition off drops to 8 volts.
So I've now factory restored my phone (on Apple's advice) and reloaded iOS13.1 and still the same problem occurs. Spoke to BMW and they're naturally blaming the iOS update... grrrr
