Stuck on activation lock

So i factory restarted my iPad and i tried using its original ID and password but it keeps giving me the same message, I've tried powering it off and on, using multiple usernames, different emails and changing passwords and it still wont work!?

I've signed into my account multiple times using my android phone through the website and my account seems just fine, but i checked devices and nothing is paired to my account! Some please help me I'm honestly suffering!

It's locked to a different Apple ID. You need to sign in with that one, or contact the person who can, or if you're the iPad's original owner, supply Apple with its purchase receipt.
