Just updated my iPad Air 3 to iOS 13.1 and I see there’s a feature to “add widgets” to home screen. I’d like to use that. However when I swipe right and tap edit as instructed I do not get the option at the top to enable this, Does anyone know if I can find this in settings to apply?

A couple things to check.
Widgets won't appear in Portrait Orientation, only in Landscape
If you go to Settings > Display & Brightness > Home Screen Layout, you need to use More, not Bigger and Turn on Keep Today View on Home Screen

You're welcome. I like the widgets on the home screen, but I don't understand why you can't have larger app icons and widgets at the same time. You'd just have fewer apps per page.
I have provided feedback to Apple about this.
I suppose it’s so it can all fit, but why can’t you just move some off the home page to make it fit?
I feel like I have a whole new iPad now. Apart from when I split my keyboard in half!

Yes, this is truly game changing for iPad. For me, the jury's still out on whether I like Dark Mode or not. At first I was like, WOW, not not as much. On my iPhone, I'm using it after sunset and not during the day. On my iPad, I'm not using it at all. All personal preference anyway.
