Photos opens automatically on startup and even on power up from sleep! how do I make it stop doing that?

Do you have a camera or on iPhone or iPad connected to a USB port? Photos may start automatically, if a camera is connected or a card reader with a USB card plugged in. If a connected photo device is the problem, disable "Open Photos for this device" in Photos, when it launches.

Go to System Preferences/Users and Groups. Click on the Login Items tab and check to see if you have Photos listed as a login item. If it is, it will open automatically upon login. You can remove it by selecting it and clicking on the Remove button. See if that solves your issue.

I believe that solved it. I keep my iPhone tethered via USB as a mobile hot spot.
I found and unticked a small checkbox near the top of the Photos window. Seems to be working.
