Have you changed your Apple ID email address? If you have, have you tried signing out of Messages/FaceTime and then sign back in?

Messages - If you get an error when trying to activate iMessage or FaceTime
Do you have access to another WiFi network where you can try? That has worked for several people.
Try a restart.
Restart your iPhone, iPad, or iPod touch
Try a forced restart.
If necessary
Do a backup and try a factory reset. Then restore from your backup.

When I try to sign back in with my new e-mail address, it says activation failed because that new e-mail address is already in use
The message I get when I try to sign in with new Apple ID is
