iOS 13.1 Update car Bluetooth issues

So I updated my phone last night to the 13.1 this morning I’m having issues with my cars Bluetooth. Was not having issues yesterday. I have deleted, unpaired, and paired my iPhone car to my 2018 Kia Soul multiple times and it will not work. I also use an Apple USB to connect my phone to the car. Noticed that for some reason there is another option under Bluetooth. Speakers & TV was never an option before when I connected my phone to my car. It was always KIA MOTORS and iPhone. But now only sound plays from Dock Connector, but cannot use steering wheel buttons. The KIA MOTORS option plays no sound but the steering wheel buttons work. And it automatically connects to Dock Connector now.

I have downloaded 13.1.3 and I am still experiencing the Bluetooth problem:

    • Fixes an issue where Bluetooth may disconnect on certain vehicles
