iOS13.1 - Text-to-Speech (TTS) Problem at iPhone7 & iPhone8 Series

Hi,

After updating to iOS13.1, TTS does not work through set language option in source code on iPhone7 and iPhone8.

Same code is working on iPhone6S and iPhoneX but on iPhone7 and iPhone8 TTS works through default English language option.

AVSpeechSynthesisVoice.speechVoices returns language options as NULL on iPhone7 and iPhone8.

This is a serious problem especially for applications which are currently being used for voice guiding in local languages mostly used by blind people.
