Draft and sent folders on POP email account
Since upgrading to iPADOS 13.1.2 draft emails do not appear in Drafts folder and Inbox folder has disappeared altogether. This only occurs on my “POP” account. Any solutions.

I have an Iphos XS and has the same problem. The draft emails even saved are disappearing while, same as the sent emails, however, they reach in the recipient. Really nasty problem if you are working with emails and iphone.

Try resetting iPad's settings in Settings > General > Reset > Reset All Settings. Be certain you do not select Erase All Content and Settings as this will erase all of your information. It is a good idea to perform a backup of your iPad prior to resetting its settings.
I also reported this problem being unable to save drafts .
Also, when I delete a message from a POP account it "disappears" and therefore cannot be retrieved from the 'Delete' box.
Resetting All Settings did not help.
I contacted Apple Support by phone today and was told the problem was not due to Apple's update and that I should contact my account's IT department. Strange that it worked before the upgrade to iPAD iOS13 and not after....
I changed email settings from POP to IMAP and now everything works OK
