This just started happening this morning. I was on iOS 13.1. Updated to 13.1.2 thinking that might be the issue. Issue still persists.
Anyone else experiencing this?

Perhaps MMS is the correct term. Bottom line is I can't send photos to non-iPhone users as of today.
never heard of the term before
sms used to be a limited amount to char messages one could send to another mobile phone
then mms came which was also video and photos
apple have their iMessage system but not sure if it support attaching as in files like mails does.
