I just updated to iOS 13.1.2 (iPhone 📱 7), and when I open the Facebook app, sometimes it just appears in ½ screen, and I have to deactivate it and load it again to get the full screen. Is there something new with 13 that is causing this? I've also asked on the Facebook help page, in case it's them, but this never happened until the update.

Try go to FaceBook in Safari browser if issues continue, Apple has nothing to do with "third party" apps. It is apps developer's job to take care of issues.
I’m having the same problem. It’s time fb sorted this issue , it’s so annoying. The only way I’ve found to restore to full screen is to power down my iPhone.
You can swipe the app closed and it will go full screen when you reopen it. Basically, however you can close it, it will temporarily fix the problem.
I’m having the same problem. Reinstalling the app doesn’t help.
