This will be a bit of a mixed response.
In short, it looks like a mix of ink / dye / oils has caused discolouration to your watch band which, due to the staining nature of these substances may not necessarily mean that you have a fault with your watch band.
The next thing to note is that you are not alone in experiencing this issue as can be found here:
Looking into some of the experiences people have had there seems to be some conflicting responses between "Apple offer no warranty whatsoever on watch bands" to "Apple replaced my watch band for me in 10 minutes". I would suggest contacting your local Apple store and putting in a warranty claim / complaint regarding this to determine whether it is covered in your case.
On a related note, some users have suggested you can remove ink stains from the elastomer band using anything from clear nail polish to a Magic Eraser but those are solvent-based and abrasive respectively which may cause longer term issues than discolouration so I would not recommend attempting. While this may not directly answer your question I hope it provides you with enough context to at least know your options. In my opinion there is no harm in seeing whether this is claimable under either the manufacturer's warranty or your local consumer laws but there is no guarantee as to the outcome.
