Ever since i updated to ios13, my phone no longer reliably saves cropped screenshots. I’ll take a screenshot, crop it in the preview, save to photos, and about 75% of the time it’ll save the original without being cropped. I haven’t noticed a pattern or cause, it seems to happen at random. The crop feature in photos is unaffected, it’s only the preview function that’s broken.

Same issue, now 2020 and not fixed.... so frustrating!!
I’m having the exact same issue. I’ve updated every time to the latest iOS and it still never reliably crops my screenshots. I have an iPhone XS.
It appears of you actually wait for the photo to finish cropping itself (little animation) before hitting done, it saves correctly - clearly a UX oversight on apples part
I'm glad this works for you, but it doesn't work on my device. Doesn't matter how long I wait between actions, the crop failure will still randomly happen.
