After iOS 13 update, every time I close safari my tabs will be deleted, on private and non private (quite annoying and frustrating).

Did you check: Settings → Safari → Close Tabs, can be set to Manually, After One Day/Week/Month
Yes, I have it set on manual
Try change it to 1 Month, see if that changes anything.
As of right now it is iOS 13.1.2. Your update current?
I’m having the same exact problem. I also set mine to manual, but I’m still loosing the tabs on iOS 13.1.2.
I’ve having this exact same issue in iPad os, & it is really annoying. My setting is on manual as well, but will try to see if changing to 1 month makes a difference. Again, so annoying!
