Since I updated to iOS 13 I can’t use find my friends app features. “Find my” app has only two tabs: “devices” and “me”. My family and friends still can see my location... The point is that there is no “people” tab! Is there any solution to that?

Check to make sure that you have no Restrictions on for the old Find My Friends app in Settings. You may also wish to check Location Services to ensure they are on for the app as well.
I can’t attest to this personally, but I read in another discussion that a user claimed that Apple Support told him that phones sold in some Asian Countries would no longer have the Find My Friends feature in the Find My app, so, the People Tab will not appear in the app due to the country’s restrictions.
According to serial number this iphone was made for Korean market, but I live in Russia... so there is no way to fix it? And how do Koreans
get around with such restrictions?!
That is one of the countries in which it is restricted from what I remember reading. If you bought the phone there, you will not have the people tab.
