It will not solve anything; It looks like it has work for some of you (lucky you!).
I have tried everything suggested on this discussion feed and it did not work. None of it. I have lost thousands of pictures from my travels since 2014.
It's nobody's fault on this chat. But I think you need to trust and believe people when they say that for them it. did. not. work.
Did you try pressing option on your keyboard, while selecting photos app ? hold it, until a small window opens.. A user suggested it to me, and it worked, i found all my albums, then merged them into photos

To get assistance you need to give us more detail than "I tried everything". What did you try. Step by step, where did it break down? Are there any error messages? What version of iPhoto and the OS are you upgrading from? Most importantly, do you have a back up?
Vague questions get vague answers. Is this because you upgraded to Catalina? If so, read this thread or the 30 others that deal with this issue. If not, then you'll need to give us more details to work with.
I did what was suggested by Phil above, which is hold down the Option Key and Click on Photos. It will give you a choice of data bases to open, select the iPhoto library. It will take a couple of hours to reorganize and update but it works and you will get a screen under photos that's shows "My Albums" and iPhoto events is listed there nd it is exactly like the original iPhoto.
So thanks to Phil as my problems with not having iPhoto as an application has been resolved.

By the lack of responses, it seems this iPhoto issue has now been solved for the most part.

Only you can possibly know if you need it. Were you using it before to manage your photos? If the answer is no, then you likely don’t need it. If the answer is yes, then use Photos to open your iPhoto Library.
As to the options presented by Photos, you choose the one that does what you want to do. What are you trying to do exactly?
What have you tried? Have you migrated the iPhoto Library to Photos? Has that failed in some way?

Hold down the option (or alt) key and launch Photos. From the resulting menu select 'Choose Library' and point at your iPhoto Library. It will do the rest.
I am so upset as my old computer died with my photos on it and my apple airport was unable to be accessed at the store! Now my portable hard drive is being weird and I cannot access my iPhotos with photo. What a stupid idea to not be able to access the very thing we all wanted a computer to do. store items long term! Any help appreciated

Old computers are why you make back ups, and Apple even give you a free back up application. No idea why you would expect your photos to be on an airport, it has no storage. NO idea what the issue with your HD is, but we'd need more information that just 'is being weird' to help. Remember Apple ceased development and sale of iPhoto more than four years ago and replaced it with a free and more powerful application with a simple migration path. You might ask yourself why you're only attempting this now, years later.
You mention Airport and a portable drive. How have you been using AirPort? Did you have a connected backup drive for Time Machine backups?
What has been stored on your portable drive? Did you store your iPhoto Library there? If yes, what is the file system format of this portable drive? I what way is it "acting weird"?
By default your iPhoto Library should be in your Pictures folder, unless you moved it to another folder.
Your iPhoto Library should be showing an icon like a fan of three pictures.
Try using the demo version of VueScan. If it works you can purchase it. I use it instead of the software that came with my scanner. Much more powerful.
