I finally have that problem solved. My photos weren’t loading in my messages app when I would try and go back to view photos previously shared via text. I kept getting the message that the photos would appear after messages were done indexing. After dealing with customer support, we realized that my storage was almost at capacity and I had to delete some videos and apps I wasn’t using. Apparently iOS 13.2.1 uses a lot of memory. Here is what I had to do:

  1. go to Settings>general>iPhone storage If the amount of GB used is within 5 GB of your max, you need to delete some stuff. There are suggestions for you as to what to delete. On that same screen, take a look at the “review large attachments” and the apps listed that you may not be using and can delete.
  2. you may have to also sign out of your iCloud on your phone and then sign back in so that everything loads again. This will take quite a long time (up to 48 hours) BUT my photos are starting to repopulate within my Messages app.

I’m not convinced storage was my issue either because I did both remedies at the same time. Meaning I logged out of iCloud and then cleared out some of my videos so just logging out of iCloud and then logging back in may have been enough to fix the problem. It is worth it for you to try. It just takes a while for the photos to eventually load but now I don’t get that message about “photos will load when messages are done indexing” anymore. I had been getting that message on every one of my contacts in messaging that I have shared lots of pics with.
