Installed Catalina on a 2018 Macbook Pro. Ran photos and it has been sitting at :"gathering favorites, detecting duplicates, curating best photos, composing layout, etc." about 30% complete without progress bar moving for the last 30 mins. How long should it take to setup Photo's in Catalina?
Had the same problem. Photos stuck on 80-90 % for 4 days. 45000 photos and about 1100 videos in library. Today a had a little time to do some debugging. Noticed that I had 3 old avi movies in the video library that was not supported (i.e. they would not play). Deleted them from the library and voilá, Photos finished “curating....” in seconds. This worked for both my 2016 Macbook Pro and an older 2012 iMac that both had been stuck at the same percentage for 4 days. How I wish Apple would just put up an error message and tell me which files are the problem...
I have two apple's ( mini and MacBook Pro) sharing the iCloud for photo's. I got a lot of duplicates when switching on the iCloud option for both. I noticed a couple of the reasons for it ;
1) Some pictures show .jpg and others .JPG. as flu name extension. Photo software being them as different. Filed a bug for this
2) the person face tagging is different between the same picture from each machine, have cleaned the persons detected in the people tab. Now hoping things get a bit better

I have only 7000 photos and it took about 2 hours to "curate" and I don't know what "curate" actually does!!!
Mine still hasn't completed. It's been 12 days and a supplemental update. It's stuck at 80-90%... very annoying. I have reported it.
7 days so far for me ... went to 80% within a few seconds ....
Have Apple suggested anything ? This is clearly stuck somehow ......
I have a ton of video formats going back from old flip phones. They all seem to play fine otherwise I wouldn't have added them to Photos. Is there any way to find the unsupported files?
awesome! Went through my videos and one thumbnail looked like a stretch panorama. Clicked on it and it said it was unsupported. Deleted it. Curation completed!!! Thanks!
Ho have people identified unsupported file formats?
Yeah, after scrolling through the 1,200 videos I have, none of the thumbnails looked problematic to me. So now I'm looking for another potential resolution.
Have you done a search for different file types, like .pdf, .dng, etc? Mine would not complete when a dng is added back to the library, even though the library can preview and open the image.
Search one more time through your Photos the way I have described it in a post above.
It will finish in a few minutes.
