Can't accept iCloud terms and conditions having updated to Catalina

Having just installed Catalina I get an notification in the Systems Preferences panel to accept the terms and conditions for iCloud. No matter how many times I do this it just asks me to do it again? Any suggestions (I am logged into iCloud though and it does seem to let me use it)
