Updated Mac OS to Catalina and won't stop asking to accept iCloud terms and conditions

Pop up for accepting terms and conditions won't go and won't accept too. Tried restarting and logging out from the apple website to no avail.

Wont let me sign out from system preferences with error "turn off all iCloud services and try again"

How do I stop/accept the terms and conditions?

Some people have fixed this by going to System Preferences/Internet Accounts, selecting an iCloud account there, and signing in. You must do this for each iCloud account shown there.
