I am not going to upgrade until the battery issue plaguing IOS13.2.2 is resolved. Unless an update patches a severe vulnerability, I wait 30 days before installing new updates.
The icons were unresponsive and wouldn’t move. I uninstalled and reinstalled the apps but that didn’t help.
I turned off “Show Suggested and Recent Apps” under Multitasking & Dock for a few seconds and turned it back on. That seems to have fixed my problem. Time will tell if it is a temporary or permanent fix.

I had experienced the same problem on my ipad air 3 but fortunately , I found the solution to this problem lately. You try going to Setting - Dock and multitasking - Show suggested and Recent Apps, you turn it off and turn it on again.
It works for me on ios 13.2.2, I couldn’t open recent apps on the dock but now I can launch the Recent apps that seemed unable to be launched on the dock.
Sure it’s IOS 13 buggy. However, I found a workaround for that. You can touch & hold the app icon that doesn’t respond. Then a pop-up will appear (I’m not sure how they name this feature). Choose any action that you think it will lead you to the app. Ex. I choose ‘search’ for Youtube app. Done! Now you can enter the app.
PS. It makes me astonished . If the bug is caused by the incompatibility between apps and the OS. Why special things like this Pop-up actions work but the simplest thing like the app icon itself doesn’t?
I resolved this problem by turning my iPad Air 2 off and on.
I can confirm that turning the iPad off and on again does work.
Update from 13.1.3 to 13.2. I no longer have the problem since I updated.
This doesn’t apply to earlier generation iPads. My 5th generation iPad is the opposite of what you are describing and the apps on the right side of divider are most recently used apps, which automatically change as they are used. The app/doc problem was solved by upgrading to 13.2.2 on my iPad.
I had this problem with Facebook on my iPad too. I restarted the Ipad and that fixed it.
I have a 7th generation that was doing the same. I restarted it as someone else suggested and it started working again
Seems to have been fixed with iOS 13.2.2
As usual, turn it off, then back on again, worked for me, the apps are now accessible through the dock.

I've found that indeed, powering off / back on "fixes" it.. for a short time. After accessing an app on the dock 3 times, it then quits working for that app. It's also "all" apps that are managed and placed on the dock by iOS. I have apps on the "left" side of the dock, to use with side-by-side. Those apps always work.
Ipad 5th gen, 32k, A1822 model, iOS 13.1.3 the .3 update only fixed it as above, 3 times after the installer rebooted the iPad.
Not the end of the world, but frustrating, and it seems to be iOS, not a particular iPad, amount of RAM or other factors.
Also installed 13.2 and issue seems resolved.
Happens pretty consistently for me across all apps as well. Restart fixes consistently as well.
