I am not going to upgrade until the battery issue plaguing IOS13.2.2 is resolved. Unless an update patches a severe vulnerability, I wait 30 days before installing new updates.
The icons were unresponsive and wouldn’t move. I uninstalled and reinstalled the apps but that didn’t help.
I turned off “Show Suggested and Recent Apps” under Multitasking & Dock for a few seconds and turned it back on. That seems to have fixed my problem. Time will tell if it is a temporary or permanent fix.
That’s strange, I’m on 13.1.3 also, try deleting the icons, that might help clear the issue, other than that try the new 13.2 update.

2018 iPad, after updating to iPadOS 13, the recent apps in the dock often don’t launch. Rebooting fixes it for a short time.
I just updated yesterday to IOS 13.2 and am no longer experiencing this problem. I think Apple fixed this bug with the latest update.

That’s not a solution. Updating iOS is.
You need to upgrade to 13.2
I have 13.1.3 so I’ll try upgrading.
I have a 2017 ipad 5th gen 9.7 A1882. After upgrading to ipad OS, what occurs is, I can add items to the left side of the dock, or change those apps. This works fine for side-by-side.
Apps to the right of the divider are set as you use them. Any app there, will not open by touching that icon; one must find the icon among all of them. The only exception are system apps, like settings; those will open normally but touching the icon on the Dock.
Having the same issue with “suggested & recent apps” not working since updating to the new iPad iOS. Usually 3rd party apps. As a restart will temporarily fix the issue, this is not an acceptable behavior by the new iOS. Come on Apple! Either fix this, or get the 3rd party apps to, whomever needs to address the glitch. Turning it off and on it only a temporary fix. It will act up again. With at least 3 updates of iOS 13, they haven’t addressed it yet. Quite annoying and is a major bug.
Same problem here...so frustrating. I think I’ve turned my iPad on and off more since the recent update than I have the entire time I’ve owned this thing! Fixes for a short time and then it happens again.
I have an iPad Pro 11 inch (2018, I think). I have the same issue. While power cycling the iPad works for a short while, it certainly doesn’t fix it. And, so far, it’s affected GoodNotes, Facebook, and Facebook Messenger.
I have about 11 apps that won't open if they are in the right side of the dock. This has to be an iOS issue.
PROBLEM IS FIXED
With the latest update.
At least all of mine work now after the update.
