I am not going to upgrade until the battery issue plaguing IOS13.2.2 is resolved. Unless an update patches a severe vulnerability, I wait 30 days before installing new updates.
The icons were unresponsive and wouldn’t move. I uninstalled and reinstalled the apps but that didn’t help.
I turned off “Show Suggested and Recent Apps” under Multitasking & Dock for a few seconds and turned it back on. That seems to have fixed my problem. Time will tell if it is a temporary or permanent fix.

I have the same issue
I now experience it with other apps as well. :(
Happening to me too intermittently since IOS 13 update. Facebook, Twitter and others won’t open from the dock, but will from the main screen.
