This is not a resolution; it’s a work around. A resolution will solve the problem. What ur doing will give u a temporary fix.

I am not going to upgrade until the battery issue plaguing IOS13.2.2 is resolved. Unless an update patches a severe vulnerability, I wait 30 days before installing new updates.
The icons were unresponsive and wouldn’t move. I uninstalled and reinstalled the apps but that didn’t help.
I turned off “Show Suggested and Recent Apps” under Multitasking & Dock for a few seconds and turned it back on. That seems to have fixed my problem. Time will tell if it is a temporary or permanent fix.

Hello Apple, are you even reading this? This is an annoying bug. Why **** off your customers?
That doesn’t really resolve the problem!
I am on 13.1.3 and this problem persists. An official acknowledgment of this issue would be nice. The issue is quite annoying. Hoping for a fix soon.

I have the same problem with the newest iPad Mini, running iOS 13.1.3. Turning off and on my iPad did not change anything; a soft reset did not help either.
I don’t have Netflix or you tube and I’m still having the problem.
If I may ask, Which model and year of iPad and which upgrade are you at?
Glad it isn’t just me. Seems to happen to facebook app a lot. Really annoying!! It wouldn’t surprise me if it was a facebook app issue. One of the worst developers.
This is not a solution... Twitter and YouTube don’t open, but NON SYSTEM APPS like HBO open just fine. What’s the REAL problem/solution here?
I'm also have this problem of apps in the shortcut section on the right of the dock not switching to that app as well since the update to IOS 13; it doesn't affect all apps when in the dock, but it seems to affect most, and I can't discern any particular app that when in the dock causes the problem. As others have noted, restarting my iPad (5th gen, 32GB, MP1J2CL/A) temporarily resets the dock recent items feature, but it's more of an annoying workaround than a fix. Turning off, then back on "Suggested and Recent Apps" under Multitasking and Dock settings also gets the recent items in the dock to open from the dock, but like a restart, only temporarily.
I am also experiencing this intermittently. It only appear to be an issue in the recently used portion of the dock. If I navigate to the app icon not in the dock, then I can open the app.
Happens to me for Facebook and Reddit.
