I am not going to upgrade until the battery issue plaguing IOS13.2.2 is resolved. Unless an update patches a severe vulnerability, I wait 30 days before installing new updates.
The icons were unresponsive and wouldn’t move. I uninstalled and reinstalled the apps but that didn’t help.
I turned off “Show Suggested and Recent Apps” under Multitasking & Dock for a few seconds and turned it back on. That seems to have fixed my problem. Time will tell if it is a temporary or permanent fix.
I’m having the same issue since upgrading to iPadOS and Catalina on my iMac. Been using my iPad alot with Sidecar. Wondering if there is a connection. In my case it’s happened so far with Notability and ESPN’s Fantasy Football app.
From personal experience, I can confirm this issue does sometimes appear in iPadOS13.x. Unless there is an incompatibility between an App and the new OS, requiring an update by the developer, in every case I have found that a simple restert of the iPad has cleared the issue.

So is that the design because I agree that the ones you are using as opposed to the ones you load into the dick work only intermittently since the “upgrade.” Turning the iPad off and on works only for awhile but that doesn’t seem to be a fix as much as a temporary work around. As is throwing the **** thing. At some point does Apple respond?
The problem HAS NOT been resolved. I’m still having a problem as restarting my iPad is only temporarily fixing the problem. Uncheck the “follow” at the beginning of this thread in discussions.apple.com and you should stop receiving replies.
It's an absolutely absurd problem to have in an OS this late in the game. I could understand it if this happened with the first iPad, but c'mon already Apple. I just have to keep deleting them so that they can re-populate and not work time after time after time.
I have the same issue. Seems another issue arises with each new update.
Mine doesn’t work for Kindle, Facebook or Facebook Messenger. Totally annoying.
I have the iPad 6th generation. Since I updated to iOS, recently used apps on the dock don’t open. I don’t have Netflix, so I can’t blame it on that.
Same issue since updating to iOS 13 this past month. A bit surprised Apple hasn’t addressed this yet in any of the recent slew of iOS 13 updates, you’d think a high priority fix.
Facebook and some other apps no longer open from the dock since doing iOS upgrade.

NOT solved. Temporary fix which re-breaks. Turning it off and rebooting is not a fix, I’m pretty sure it’s IT speak for “I don’t know and wish the call router hadn’t sent this call to me!”
I’m having the same issue on my 11-inch iPad Pro running 13.1.3. A perhaps significant addition, long pressing on one of the non-launchable open apps shows “Share (null)” as an option in the pop up.
Mine doesn’t work for CBS all access or Instagram. Most solutions suggested so far (on-off, or settings reset) seem to be temporary. iPad iOS 13.1.3
I have same issue, but so far I’ve only noticed it on Facebook related apps. I have a 5th generation iPad running IOS 13.1.3
