According to Cisco you need to upgrade to WebEx 39.8 - just out.
This version complies with Catalina’s tougher Gatekeeper “notarization” standards, which is causing the problems.
I’m not convinced all is well, yet. I had to download the desktop version of WebEx to get WebEx to work at all. Calendar integration is not easily workable because browser-launched WebEx seems back level - maybe a problem with my corporation’s portal.

For people still struggling with launching the app in any form, maybe this helps:
I initially had the Chrome Addon which was installed by a meeting room link. I removed that using the uninstaller and then installed the full Meeting Center using the Webex website: https://www.webex.com/downloads.html
That standalone client works on Catalina without issues (except that you need to allow keystroke monitoring in Security preferences). When I try to launch a meeting from a browser, the meeting center is invoked but after loading quits without any message...
according to this .Webex article:

Problem with WebEx is that many corporations have back level versions on their internal service portals, and the Catalina complaint version doesn't integrate well or is blocked by the corporation as an unauthorized app. Old version blocked by Apple and new version blocked by Corporation.
Make the problem go away... Open up the Gateway function with this simple Terminal command:
sudo spctl --master-disable
(then enter your password)
You then have an option in the Security function to allow apps from "Anywhere"
If you feel exposed, you can turn it back on using this command...
sudo spctl --master-enable
If you just keep clicking "Cancel" + Security & Privacy + Allow Anyway + Open in loop for about 50 times, at the end it works
I’ve seen the “sharing your screen only shows the desktop” bug a couple of times, in all cases it was the result of the app requesting screen recording permissions that have not been granted. Usually this is because the permissions dialog pops under the Webex app. Try enabling screen recording in Settings > Security & Privacy > Privacy > Screen Recording. For me, I had to enable it for my bowser, since that’s where I was launching sessions from.

I have contacted webex support about this. The engineers are aware and working to resolve the issue.
In the meantime they provided this workaround which is also referenced above, but does not work on Catalina.
They also provided these instructions to do an uninstall, which helps your browser then serve you the latest software (as it is not auto-updating).

If you contact webex support they may ask you to use a logger tool which, as you may imagine, also does load on Catalina.
You can't update the software while it is actively being used.
You probably have to download the software, quit your browsers, do the update, then restart your browser.
I think I just fixed it by visiting https://www.webex.com/test-meeting.html and downloading the Webex plug-in for Safari from here.
I have tested it with Safari and Chrome browsers, and with multiple Webex sites (different accounts).
Hi, corg902 and unamanic, I just got off the phone with Cisco support, and I wish to confirm that this change to the Screen Recording preferences absolutely WORKED, for both the desktop application and joining via browser...thanks so much! Svetozar, the Cisco staff member, was very pleased by this and will be sharing as needed. I will be wary now that this preference may need to be turned on each time there's a Catalina update, so I wish that the permissions would remain intact through updates. Still, it's better knowing this now than stabbing blindly in the dark at the problem. Again, much thanks, everyone!

If you depend on WebEx, don't upgrade to Catatlina (Mac OS 10.15)
I've tried to uninstall all previous WebEx files. I've installed the WebEx desktop app (Version 39.5.11.7) to bypass the older version that my company's portal provides. I start my meetings in the new version, and this is what I get:
This is a brand new file that was downloaded with the V39 WebEx upgrade
If your company is using older versions of Webex, then your wrath should be directed at your IT people. Older versions may not have needed security updates added.

I noticed this problem, but then the WebEx app showed up under that permissions page when the app was running. I clicked it then. It seems to have stayed on the list since then
