Here is a solution:
I think the root cause for this issue is that a keyboard connection is not triggering a USB Event.
This issue almost always shows up when the laptop was being used without a USB keyboard for some time. So, when you want to connect the keyboard again, first connect a USB pen drive which will get recognised. This kind of wakes up the USB driver and then if you connect your keyboard, it will work.
I have tried it numerous times now and it has worked every single time.
Everytime I uplug the keyboard and close my MacBook Pro, when I come back to open it and plug keyboard back in, the keyboard doesnt work and requires a reboot. Every single time. It's terribly frustrating.
I'm having the exact same issue on both of my Macbook Pros from early 2015. Even with the Catalina update released yesterday there is no change. It's ridicules, I reboot 2-3 times a day in the office, depending on how often I have to leave my desk with my Mac.
Switching USB ports doesn't work, it has to be a complete reboot. Using an USB extension cable improves the issue a bit, which makes it even stranger... In 1 of 4 times the keyboards remains functional when using the extension cable.
@Apple: Please fix this asap!
Since upgrading to 10.15.1 I cannot use any USB keyboards. Bluetooth works fine, but none of the USB keyboards are being recognized by the OS. I've tried multiple reboots, resetting NVRAM/PRAM, and killing the com.apple.hiservices-xpcservice process all to no avail. I have tried this with 2 different USB keyboards
+Same for me. I've tried the above suggestions (deleting the com.apple.HIT... file and killing the com.apple.hiservice... process) but neither have worked.
My Lenovo mouse is fine (it can be disconnected and reconnected without reboot)
My Apple keyboard (CC231320403DPQVA1) has the problem.
My computer is a 2013 Macbook Air.
This is a board of sadness. I have a 1 year old iMac. Purchased a new Apple Magic keyboard, wired, for $150. Will not work. Purchased a HP wired keyboard + mouse for $20, works first time.
Apple engineers, you should be very embarrassed - sadly, based on the lack of Apple response on this thread - not a single engineer even knows what we're dealing with.
Simply put, this is embarrassing, a total disrespect for all of us who hand over our earned money to use what we want to believe is a great product by a once great company.
Deleting this file and emptying trash did NOT resolve the issue for me. Intermittently, my iMac still does not recognize that an Apple keyboard is attached via USB cable. The wireless trackpad is recognized correctly.
I am running the same Catalina update 10.15.2 but the external USB keyboard still requires a reboot each time it is unplugged/plugged back in. I am using an Apple keyboard. It is ridiculous this is still broken. Are you there Apple?

The keyboard is fine. Never had an issue with it. I tested the keyboard on all four ports.
The hub draws power from the USB-C port, without an external power source.
FWIW, the Shift key was giving me problems and with the "SMC reset" the problem went away, for a while. Now I'm back to writing and skimming the text to correct failed uppercases.
Unfortunately it made no difference. The issue has happened again.
Btw the keyboard shows up in the System Report, it just doesn't work (no presses registered, caps lock doesn't light up, no attached usb devices work):

I'm having the same exact issue, have to reboot every time I unplug the USB keyboard. I could not find any fix for this problem yet...
Same here. I have my Mac Book Pro 13" connected to a LG 27ud88-w display over USB-C and the Keyboard and a Logitech mouse via USB to the display. Very annoying issue. Pls fix.
I have problems with the tab key, caps lock and function on my wireless keyboard.
None of them work, very inconvenient.
I can't seem to find a fix for it online.
