Voice memos not syncing across devices

I have the latest version of iOS on my IPhone 11 pro, my Apple Watch 5 and IPad Pro 2018. I can create voice memos on all three but none of them sync to each other. I have all of them set in the cloud to sync voice memos, I have tried to turn them off and back on again... I have rebooted all devices. All other items like notes, tasks, etc, are all syncing. It appears as though it is only my voice memos. Any help would be much appreciated as I have run out of ideas.

I deleted and reinstalled the app on my phone and it worked

Welcome to the Apple Support Communities. It sounds like only voice memos aren't syncing between devices. I'll do what I can to help.

You've done a lot of great steps already. Try these suggestions:

If all the devices are on the same Wi-Fi network, be sure to check that network's settings: Recommended settings for Wi-Fi routers and access points
If possible, try joining one of them on a different network and see if the voice memos start syncing.
