This site confirms the highest system you can install as 10.4.11 (Tiger):

https://everymac.com/systems/apple/imac/specs/imac_dv_plus_450.html

This install CD won't be available from Apple. If you go to another source be careful to get the 'retail' version (black), not the version specific to a particular Mac (grey - those are the ones issued with the Mac).

Tiger is a good and reliable system, but as it's very old you will find that web browing in particular is limited - many sites will either be very slow or may not load properly or at all. However email, word processing and other basic facilities should be fine if a little slow by modern standards. It will run 'Classic' (OS9) applications under emulation.

I disassembled my 1999 iMac DV SE and installed a 7200 rpm Barracuda drive in it and maxed out the RAM (not saying much). Then I installed a freshly purchased (in 2005) macOS Tiger and had a macOS X machine that also ran classic OS 9.1. So it will work, at least mine did until the power supply failed.

The Apple Download site has Tiger security updates and combo updaters for PowerPC (PPC), but not the full installer.
