I'd like to refine my previous post and say that the problem (for me) is related to encrypted Time Machine disks. It DOESN'T appear to happen with non-encrypted TM disks because non of the 3 laptops I manage has reported this issue.
You have to completely trash/erase the existing encrypted TM disk and start afresh - or if you want to retain the old TM buy a new USB drive and start afresh.
Having refreshed my Mac mini TM disk, which is actually a 1TB partition within a 2TB Maxtor device, everything shuts down in an orderly manner. I am now in the long process of re-encrypting it.
I never dismount/turn off my connected USB drive and neither do I want to.
I have also trashed the other office based mini and iMac TM disks and they are working fine again - unfortunately non-encrypted currently.
I've also seen the ad-hoc 'disappearing dock' syndrome and I agree with AndreaFromhilo you either reboot or mess around with the size slider and hope it won't disappear. Not guaranteed! Haven't actually found a fix for this problem, but only intermittently happens on one mini.
We have about 10 Macs spread around and this upgrade to Catalina has been the worst overall update experience (Mojave was a breeze) - seems like it was rushed-out to meet a Marketing schedule - get a grip Apple.
Unfortunately we don't have the luxury of having a test system nor the spare resources to fully test upgrades before we commit. But basically these problems are not app specific they are fundamentally Apple core macOS functionality.
I have the same problem on my iMac. Tried several things to solve it, but in vain. Very annoying.
Let’s hope that Apple will fix this problem in the next macOS update. Otherwise MS-Windows is an attractive alternative.
I have the same problem with my wife’s 2019 iMac. Since installing Catalina its slower to boot and won’t shutdown. I’ve tried resetting the SMC, I disconnected all USB connected devices. Now it won’t do backups anymore. I can’t even do a manual backup. What’s up with that. I need to make an appointment with Apple as soon as they reopen.

Get this all the time now when I start bc I have to hold pwr button to shutdown
Didn’t work - still getting error and restarts when trying to **** down only holding down the power button works to **** down
When you say Complete system reinstall, do you mean you erased the drive & did not migrate anything to the new install?

I tried that and it worked for a while. But then my WD passport would not register on the Imac. So, I added another backup machine. But the problem still continues.
I feel bad for complaining, because you all have newer macs, mine is a late 2013, lol.
2011 iMac here. LOL. :)
I’d be happy with your computer. Macs have a longer shelf life than PCs...

I also had the issue of the machine closing down and then reopening with an eror message. I have now ejected an external Toshiba 500gb hard drive but left my other external 2TB time machie connected. And now the issue seems to have disappeared, I hope that this is of some help to someone.
It seams like it’s mostly a late 2015 model issue. I’ve reinstalled Catalina (and all of its updates) three separate times and I’m still having the shutdown problem. Two separate Genius Bar trips later and it still does it and all they can say is to reinstall the OS.
Funny enough I bought a much better 2019 3.7GHz 6core i5 that had Mojave on it and it’s running perfectly and I’m too afraid to try and update to Catalina on that machine.
I use my 2015 for general purpose internet surfing and email now but it still bugs me that I can’t shut it down consistently. C’mon Apple!!!
