Catalina: Every file I open with preview says "The file is damaged please move to the bin" The files open fine in other apps

Catalina: Every picture file I open with preview says "The file is damaged please move to the bin" The files open fine in Topaz and then can be opened in Photos. Just Preview says it is broken and can't open it.

Try this:

go to ~/Library/Containers

and drag the com.apple.preview folder out of there (put in the desktop for example); restart your mac and try again.
