Ios 13.1.2 reset - all apps in waiting status

Hi,

I have installed 13.1.2 update in my ipad air 2. Somehow I thought to reset everything so that I will have clean 13.1.2 OS. I have reset everything and activated ipad again. I didnt install any other apps but default apps like remainders, notes, books etc are in waiting status. I left it for the whole day and they are still in waiting status. Do we have any way to reinstall 13.1.2 (like for we have macbook internet recovery) or solve this problem?

I have connected to hotspot from my mobile to this ipad. All apps are installed automatically. Not sure if this is an issue with my wifi or ipad.

All default apps are like this. Other apps from AppStore installed successfully.
