Security & Privacy Open Anyway button is not doing anything

I am attempting to use a plugin for a graphic program that I have used for 2 years. After updating to Catalina I am getting an error that says the program is from an unidentified developer and it is being blocked because it cannot be scanned for malware. When I open the Security & Privacy settings I see the option to "Allow Anyway", but when I click on this, nothing happens.

Is using 3rd party security software necessary I have always used third party security software primarily for peace of mind. My McAfee software stopped working after the latest Big Sur 11.6.7 update. After a uninstall then reinstall of the app, all I get when I try to open the app is a log that shows up on my screen saying that my app has quit and that the information has been sent to Apple. I thought that maybe upgrading to the Monterey OS might fix this problem. Is this wishful thinking or could it actually solve the problem. This is in regards to a macOS 2020 with Apple M1 chip.

"Allow anyway" button doesn't work when installing something from an unidentified developer I'm trying to install a plug-in for Adobe After Effects. It's from a trusted website and I've used this plug-in before in the past. The issue is when I go to Settings > Security, I can click on "Allow anyways". I've clicked this button about a hundred times. Sometimes I've gotten a pop-up to fill in my password, and after that it doesn't do anything. And usually nothing happens when I click the button. Tried restarting my mac, reinstalling the plug-in, restarting After Effects, clicking the button a million times. (Macbook pro 2020, Ventura 13.3)
