Apple Mail does not fully sync on iOS

Since installing iOS 13 I have noticed that Apple Mail on iOS shows messages that I have read and deleted or moved to other folders on iCloud or macOS. I have two iOS devices and they show different messages in Apple Mail.

I have no desire to process every message multiple times, once on each device.

How do we fix this?

All my software is up to the latest version of iOS and macOS.

First, I have two iOS devices and they show different sets of mail in the Inbox, with both different from what Apple Mail on the iMac shows.


Second, rebooting makes no difference.


Sometimes if I wait an hour or so the iOS device catches up, but now always.


The only management approach that is workable is to work on the iMac Inbox, get that the way I want then delete everything from the iOS Inboxes. This was not what happened before iOS 13!
