Since installing iOS 13 I have noticed that Apple Mail on iOS shows messages that I have read and deleted or moved to other folders on iCloud or macOS. I have two iOS devices and they show different messages in Apple Mail.
I have no desire to process every message multiple times, once on each device.
How do we fix this?
All my software is up to the latest version of iOS and macOS.

Now that you have explained it in that way, I am also having the same problem. I have not found a solution to the problem. It only seems that whenever my inbox is completely empty that everything seems to synchronize correctly.
i have been having the same issue with inbox mail on iOS devices not matching what has been done on my iMac running catalina.
I’m still on Mojave. Refuse to move to Catalina until release 3 or 4!
I chatted with support and he indicated a fix would be done, but did not know when. We shall see if the information he provided is true or not.
First, I have two iOS devices and they show different sets of mail in the Inbox, with both different from what Apple Mail on the iMac shows.
Second, rebooting makes no difference.
Sometimes if I wait an hour or so the iOS device catches up, but now always.
The only management approach that is workable is to work on the iMac Inbox, get that the way I want then delete everything from the iOS Inboxes. This was not what happened before iOS 13!
Thanks. I'll submit a bug report soon. Not sure it will do any good. I've submitted multiple reports over several years about bugs in the way Calendar syncs between macOS and iOS but Apple has done nothing.
Did this start with iOS 13 or before?
I started first seeing this problem with 13. Mail was working fine on 12. I noticed this problem during an early 13 beta and I was hoping that it was resolved in the consumer release of 13.
