App Store glitch

My App Store won’t download any apps and constantly refreshes itself. Also when I try to view my account settings via the App Store it fails to load anything. When I try to access the App Store & iTunes settings the glitches in the settings menus and freezes unless I hit the home button. Rather stuck on what to do ive tried everything I can think of including logging out of the phone entire and re logging. Hard restart ect. If anyone has any other ideas I would appreciate the feed back. Cheerz.
